Make adblocker robust against accidentally getting bypassed
Adblocking is commonly used for privacy reasons such as blocking trackers so it is important that we ensure they are consistently blocked.
Some ways to bypass the adblocker:

Loading webpages before filters are active
It is possible to start loading a web pages content before all filter rules are active. This can easily be done on first start with existing tabs auto-opening.
AFAIK this also applies to every other browser so we have an opportunity to be better for privacy.

Handling lists failing to download
If a list fails to download how should that be handled? Maybe we inform the user that the filters are not active and let them ignore it?
