libwrap use isn't very helpful for LTS distros
I was looking at packaging epiphany 3.31.90 for Debian Buster.
The Debian libhandy maintainer currently doesn't want libhandy to be in Buster since it's an early release (beta?) and Buster will soon be basically an LTS release. Ok, no problem, I'll just use the libhandy subproject that is conveniently included with Epiphany for this kind of situation.
Ok, problem. libhandy is not actually bundled with the release.
Could you change your release procedure so that libhandy (and libdazzle) are included in the tarball? gnome-control-center includes a bundled copy of libhandy so maybe you can just do what they do.
(Distros generally don't allow downloading code over the Internet during the build.)
