Automatically (re)loaded pages (on startup or tab switch) should not count towards popularity for the speed dial

Description
My speed dial is filled with stuff that is the result of me keeping the same tabs open for weeks (or months) on end, and closing/restoring the browser.
I'm going on a wild guess here, but I suspect Epiphany counts every page load as a "vote" towards the speed dial. Instead, it should only do that when I actively access a page by typing its address or using a bookmark.
