Keyboard Shortcuts page shortcuts
Usually, GNOME applications have two shortcuts for "Keyboard Shortcuts" page.

* If there is a resource located at "gtk/help-overlay.ui" which
* defines a #GtkShortcutsWindow with ID "help_overlay" then GtkApplication

Epiphany only lists Ctrl+F1 as a Keyboard Shortcuts page shortcut and it's not working.

Would you also add Ctrl+question shortcut support for Keyboard Shortcuts page?
