Move bookmarks popover to dialog

Jan-Michael Brummer requested to merge jbrummer/epiphany:revamp-bookmarks into main

Please note: This just moves the current UI into a new adwaita widget. I'm not going to implement the mockups. It's main purpose is to improve phone experience.
