Fix missing pad lock after using reader mode

Jan-Michael Brummer requested to merge jbrummer/epiphany:fix-reader-mode-missing-padlock into master

Ensure that reader mode state is set before updating security tab information, otherwise pad lock will not be set as location entry still might think it is in reader mode.
