Keep window open when closing the last tab
Since starting to use Ephiphany more recently, I've been missing the behavior of keeping the window open when closing the last tab, so I'd like to suggest this feature, probably as an option. It is an option in Firefox (using about:config, but it's been there for a long time) and this is how every mobile browser I can remember behaves, including Firefox, Chrome and Mobile Safari. For me it acts a kind of replacement for the homepage button, since by closing the last tab I get a new tab page. Right now I have to do the dance of keeping one tab open, opening a new tab, then closing the other tab — or closing and reopening Epiphany.
This would be consistent with at least some GNOME apps: Gedit, Meld and Builder, at least all stay open when the last tab is closed. (With Gedit, the first Control+W closes the last tab, and second closes the window. For the other two Control+W does nothing after closing the lat tab. Firefox uses Control+Shift+W to close the window.) Yes, it would be inconsistent with e.g. Terminal and Nautilus, but I think Epiphany is really more like the first group of apps (more likely to be used full-screen, with many different tabs that get opened/closed more often).
There's also a usability issue this solves. Right now if you have an active download and you need to close the last tab — say it starts playing audio or showing a NSFW image — you can't without ending the download or first opening a new tab.
