webapps: Allow opening additional links from command line with the same window

Description
I tweaked the default .desktop epiphany produces for web apps to add additional links as Desktop Actions. You can see these Actions by right-clicking on the .desktop launcher in GNOME Shell.
When I click the link, it opens a new Epiphany webapp window instead of using the already open window.
What I'd like to see is:
- Either a command-line option I can add to the .desktop to use the existing window
- Or for Epiphany to recognize that the profile is already being used by a currently open window and use that existing window automatically
