Can't create web apps

Gnome Web 46.0, WebKitGTK 2.45.2, GStreamer 1.22.12, Ubuntu 24.04, cannot create web apps in any packaged version of gnome Web on my system. I tried reinstalling and I just lost the web apps I already had. I don't know how to replicate the issue, as I only have the one system, which is a Dell XPS 13 9365, running Ubuntu that has been upgraded rather than fresh install (not sure if this helps). I have tried the Flatpak version (with access given to my home folder to see if it needed that) and the Deb version (I haven't tried the Snap version), I even tried the outdated version on Elementary OS's flatpak store to no avail.
