PDFs saved by built-in PDF viewer may use incorrect filename

I would like to able to disable the built-in pdf viewer. Background: I use Epiphany to download financial statements as pdf for the archive. Of course, I can view the pdf first and then download it. But, in this case I will lose the correct file name. I expect, for example, to download "financial_statement_2020_05_20.pdf", instead I will get the generic file name "Document.pdf".
