When you edit the text in the address bar and then click on another tab in the window, when you go back, the address has been reset.
I've had many occasions where I'm trying to manually type an address from one page into another, or to manually tweak a portion of the address, switching to another tab for information, and it gets frustrating, fast. This is especially tedious on mobile form factors.
## Expected result:
The edits should be stored, even when the tab is inactive so users can navigate their browser without interrupting typing progress.
## Steps to reproduce:
1. Open two tabs
2. In tab 2, go to any website
3. Click on the url in the address bar and alter the text
4. Click on tab 1
5. Click on tab 2 (note your edits are lost)

In the openQA tests, there is a 10 second timeout for this to appear and sometimes the test fails as we don't see the content within 10 seconds. (e.g. https://openqa.gnome.org/tests/2908#step/a11y_zoom/3)
One data point, when running in a VM that has no internet access, the content appears instantly. The G_MESSAGES_ALL output in this case shows a warning that adblock rules cannot be fetched.

The reasoning I can see is that both are very precise, intentional actions taken on a specific tab and are unlikely to be performed accidentally.
