Call approver has no UI if there is no contact

Description
The main empathy program acts as an approver for Call channels, even if one receives a call from an user which is not in the contact list, like a SIP call.
Since the user is not in the contact list, Empathy will ring, but there will never be a UI to accept/reject the channel.
If there is no other approver, the channel will never be approved or rejected.
I guess we should probably add something to the Empathy UI for calls coming from contacts which are not in the contact list? Maybe a bubble like we have for connection errors ?
