Since fedora:34 there is no long a `tracker3-devel` package as
`tracker-devel` has been updated to Tracker 3.0. Add back the old
tracker2 GIRs manually and scan `tracker30` in the scraper step.

[WirePlumber](https://pipewire.pages.freedesktop.org/wireplumber) is a
session manager and GObject-based high-level API wrapper for
[PipeWire](https://pipewire.org/).

Had to include the gir because WirePlumber is not yet available from
official fedora repos.

This is necessary to build the docker container because it fetches the
latest ruby package from fedora repos and would otherwise complain about
different versions.
