ui: Change single quotes to double quotes in XML tags

https://l10n.gnome.org/module/balsa/ is no longer extracting strings from .ui files. My hope is that its gettext version doesn’t like single quotes in XML tags (as has happened in the past in various projects) and simply changing those to double quotes will fix it.
