Build with Meson (master)

This MR shows how atkmm can be built with Meson instead of Autotools. It's similar to the Meson build system in pangomm.

A difference between atkmm and pangomm is that atkmm does not depend on cairo and cairomm. Otherwise these two modules are very similar.
