Card deck contribution

Hi, I'd like to contribute several new card decks.

Atlasnye (Атласные)

This Atlasnye (Атласные) (russian word for "satin") deck is based on this file: https://commons.wikimedia.org/wiki/File:Atlasnye_playing_cards_deck_2.svg (2017 version)

by Дмитрий Фомин (Dmitry Fomin) which itself is based on a Russian playing card deck designed by the Russian painter Adolf Iosifovich Charlemagne (1826-1901) (Адольф Иосифович Шарлемань) in 1862.

It is a deck with Ukrainian/Russian Cyrillic index letters, so a potential fix for #199 (closed).

Such cards are still in print today, by Piatnik ("Standard Russian") for instance:

However as you can see this hand-drawn SVG version with its cartoonish appearance looks fairly different and is an independent interpretation of this pattern.

Atlasnye Skat

With German index letters using the official German Skat tournament colors for the suits aka "Turnierbild", making it a 4-colour deck.

Simplistic

A simplistic (no court card images, just letters) card deck. 4 index letters, Poker size. It's not that simplistic of a design so maybe better names are something like Plain, No Courts.
