Set up Meson build

There are plenty of special cases in the build targetting windows, generating recolorable pngs out of svgs and all sorts of things my hack-fu is not up to the task.

In future, incorporating the rendering of symbolics and full color icons using inkscape/librsvg would be a nice cherry on top.
