add ncp-disable support to disable cipher negociation

Hi guys,

I would like to add a little contribution to this project.

This patch add the ncp-disable which disable cipher negocation. https://community.openvpn.net/openvpn/wiki/DeprecatedOptions#Migratingawayfromdeprecatedciphers

At this day, usefull for example to use AES-256-GCM on some public vpn gateway.
