ci: update to Fedora 38
Add gtk4-devel, NetworkManager-libnm-devel to packages to install; Remove NetworkManager-devel, NetworkManager-glib-devel, libnm-gtk-devel
This fixes the pipeline missing the gtk4-builder-tool executable, and ensures it uses a version recent enough for it to function without a display (gtk >= 4.7.0)
