The application has been appearing as "Devel" when you run flatpak remote-ls gnome-nightly.

I've checked to see the other app that shows up as "Devel" (GNOME Notes) and found out the only similarity it has with Decibels is that it's flatpak manifest is named org.gnome.Notes.json instead of org.gnome.Notes.Devel.json. Hopefully the app will show up as Decibels now.
