CI: Format blueprint files

This MR adds format checking of .blp files, and formats these files in the process.

Also, the .editorconfig file was changed to reflect the trailing newline blueprint-compiler inserts.

Finding out how to get blueprint-compiler >= 0.12.0 on a fedora image took a few tries, but now it works.
