gs-shell.c: Show update preferences if flatpak enabled (LP: #1791553)

I understand that the default plugins in Ubuntu don't yet support the preferences in Update preferences menu, but it would be a shame to remove such as feature when the flatpak plugin is installed.

This change enables the "Update Preferences" menu only when the user has installed gnome-software-plugin-flatpak, therefore allowing the user to use a feature which was part of the GNOME 3.30 release notes.
