On panel construction, we trigger asynchronous creation of a GDBusProxy for the IIO sensors daemon and one for the Screen g-s-d interface. Since there's no guarantee we'll have the screen proxy ready by the time the IIO proxy is constructed, guard for (priv->screen_proxy != NULL), or we'll hit a critical. https://bugzilla.gnome.org/show_bug.cgi?id=754735

Commit de821d59 implicitly added a runtime dependency on gdm's settings schemas being installed. Since GSettings aborts if schemas aren't installed this means we new crash on systems without gdm. For newly created user accounts, AccountsService won't have the language property set. Instead of defaulting to en_US in that case, let's fallback to the current locale. https://bugzilla.gnome.org/show_bug.cgi?id=753828
