Allow to rotate the screen

We should allow to rotate the screen, it is useful in two ways for games having a vertical display.
You want to rotate your physical screen: MAME by default displays vertical games rotated to avoid screen rotation at the expense of poorly using the screen's estate, you may want to rotate it to take better advantage of your screen.
You want a better resolution: you are playing a vertical game on an horizontal screen and want it that way, though the in-game rotation is limited by the console's resolution and you are loosing detail, if your game have rotation options you could rotate the screen in-game then counter the rotation in Games to avoid loosing information because of the console's limitations.

Isn't that what the "Display" panel in the Settings is there to do?
It can be a bit annoying to change the system settings for a single game and it wouldn't the second point, but:
- it avoids changing the application,
- the rest of the screen stays readable,
- the "better resolution" point probably isn't important at all.
Let's see what others say about it before closing the bug entry but you probably are right.

And you need to move the screen physically anyway. On something with a sensor, like a tablet, rotating the screen would just work.
What about this case:
You have a vertical game displayed in an horizontal screen with borders. The game offers a screen rotation option to be displayed fullscreen but it requires you to physically rotate your screen to be readable. How would such a game be handled on a device with automatic screen rotation?
Not using the in-game rotation option would result in:
- a game with borders in an horizontal screen
- a game in a tiny box in a vertical screen
Using the in-game rotation would result in a game which is always wrongly rotated whatever the screen's orientation.
